Don Carroll CFE
Criminal Investigator
Arizona Attorney General Kris Mayes
I am a Criminal Investigator with the Office of the Arizona Attorney General, Special Investigations Section, Major Fraud Unit One, and have worked in the office for over ten years. For the last four years I have primarily investigated real estate fraud cases.
I am a CFE and the past president of ACFE Arizona Chapter #10.
Prior to my employment with the Arizona Attorney General’s Office, I was a commissioned police officer for 16 years in the State of California and for 20 years in the State of Washington.
I have been active in creating legislation regarding real estate fraud for the last three years, and in March. 2026 I testified at the Arizona Senate and House in support of SB 1479, which was passed and signed by Governor Hobbs in April, 2026. SB 1479 added additional requirements for the notarization and submission of property deeds, added a notification system by county assessor’s offices and increased criminal penalties for recording forged property deeds.
