Don Carroll is a Criminal Investigator with the Office of the Arizona Attorney General, Special Investigations Section, Major Fraud Unit One, and has worked in the office for over ten years. For the last four years, he has primarily investigated real estate fraud cases.

Don is a Certified Fraud Examiner and the past president of ACFE Arizona Chapter #10. Prior to his employment with the Arizona Attorney General’s Office, Don was a commissioned police officer for 16 years in the State of California and for 20 years in the State of Washington.

Don has been active in creating legislation regarding real estate fraud for the last three years, and in March 2026, he testified at the Arizona Senate and House in support of SB 1479, which was passed and signed by Governor Hobbs in April, 2026. SB 1479 added additional requirements for the notarization and submission of property deeds, added a notification system by county assessor’s offices and increased criminal penalties for recording forged property deeds.
